Suitability
FCC’s duty is to determine the suitability of the non-standardised products for use in Russia.
Products and services that are produced and offered outside the Russian Federation are used according to local standards requirements and hence are “unknown” in terms of their quality and characteristics to the Russian consumers. Unqualified buyers are unsure whether it is possible to use the non-standardised goods and services in a similar way they are used in the country of origin due to differences in climate, geography and local legislation norms. Moreover, for qualified consumers, using non-standardised products would impose a huge responsibility if they decide to use these products in Russia.
Consumers therefore will ask the suppliers of the non-standardised products to provide them with an official document, supplied by an authoritative body, which will confirm the suitability of a particular product or service for the use in an intended setting. More importantly, foreign products or services can not be used in the Russian Federation without an appropriate Technical Document. This can only be produced by the FCC and is issued by Rosstoy-Russia’s state authority in construction.
All foreign producers need to provide this document to limit their liability in case of accident, to confirm suitability of their product in a different environment and ensure compliance with the Russian laws.
