Certification

Foreign companies applying for a Technical Document are not legally required to obtain a construction certificate (unless their production falls within the compulsory certification range). However, it is recommended that the companies certify their production through the voluntary certification scheme as the majority of the Russian consumers will demand a certified product in order to limit their liability. The certification process through FCC is significantly simplified when the technical document has been issued. This is due to the fact that product testing would already have been done during the technical document procedure which would allow FCC to use the testing results when issuing the certificate.

The consequent certification process for foreign companies that have obtained the technical document can proceed in one of the two ways:

1) Applying for a certificate on a batch of goods:

  1. No extra testing needs to be done with regards to the product or the processing methods
  2. Once the technical document has been obtained the company can certify the goods at a significant discount (approx. 20% of the technical document fee)

2) Applying for a certificate for serial production of goods or services (1-3 years)

  • Extra examination of the manufacturing facilities is required besides the testing for the technical document
  • Two (possibly one) experts will visit the facilities in order to complete the process
  • The additional certification costs in this case are simply the expenses incurred by experts whilst visiting the place of production such as: visas, living expenses, travel costs, transfers and provision.
