This website is established to give a brief overview for foreign companies interested in obtaining documents and certificates for the sale of building materials or provision of construction services in Russian Federation. All the information supplied here is provided by the Federal Centre for Technical Assessment in Construction-Russia’s official certification issuing body. Products in Russia’s construction industry can be broadly divided into three categories:

  • Compulsory certification: legally required for a limited range of products
  • Standardised production: those that meet the Russian standards requirements where established techniques are employed in production and usage of these products. This includes: materials and technologies employed in manufacturing, construction designs and practical behavioural aspects.
  • Non-Standardised production: products and services that abide by foreign standards and considered as “unknown” for the Russian consumers.

The law “on rules confirming the suitability of new materials, products, constructions and technologies for use in building” was issued by the Russian government in 1997 and is aimed at establishing standards for the construction sector.
The Federal State Institution that is responsible for certifying construction products and services is the “Federal Centre for Certification” (FCC). It is the only federal state body that deals with issues associated with suitability and certification in Russia’s construction sector.
